Add an Act for each Major Tick on your Action Counter, with a Chapter for each Minor Tick and a Quantity to represent the individual Steps/Ticks within that Chapter.
i.e. Your Action Counter represents a war:
Add 3 Acts, each representing a different battle, 2 Chapters within each battle for particular goals (Stop the Brute/Sabotage communications), and a Quantity for each representing each Step/Tick that needs to occur (Break-in/Locate/Disable) to remove it from the tracker.
Count them off as they happen,
-1 fear to advance the Counter prematurely.
Once a Chapter or Act has played out, remove it from the tracker.
